    Evaluating Cost Effective CSO Reduction

    Challenge

    Kansas City is currently implementing the City’s Long-Term Control Plan to reduce the frequency and volume of wet weather sewer overflows in the combined sewer and separate sanitary sewer systems. CSO and SSO control measure alternatives were evaluated for the 2035 planning year that were used to support a modification of the Consent Decree. Alternatives included flow controls, high rate treatment, storage, conveyance, tunnels, and flow reduction through I/I and green infrastructure.

    Solution

    Aguazé Solutions implemented Optimizer WCS from Optimatics to evaluate the total life cycle costs of tens of thousands solution combinations. The objective of the Systemwide Optimization is to demonstrate the overall cost-effective solution for control measure improvements. The optimization analysis identified projects that met 85% capture requirements during the typical year while avoiding expensive tunnels.
